Title
Authorizing the Mayor and City Clerk to enter into a contract with Bill Scheer to operate, manage and maintain the City of Madison's Glenway public golf course for a five-year period.
 
Body
WHEREAS, the City is engaged in the operation and maintenance of four public golf courses and desires to engage competent and qualified golf professionals to operate, manage, and provide certain services at these facilities; and
 
WHEREAS, Bill Scheer desires to procure from the City the right to operate and provide the services, and is a competent and qualified golf professional willing and able to manage the Glenway golf course; and
 
WHEREAS, the public interest and welfare is served and quality of the City's public golf courses is materially enhanced by the granting of an agreement to a reputable party who will provide certain services to the public patronizing the golf course; and
 
WHEREAS, Bill Scheer has particular expertise and long-term experience in the operation, management and maintenance of the Glenway golf course; and
 
WHEREAS, per Madison General Ordinances, Sec. 4.26 (4) (a) 7., the City may enter into negotiated contracts without a competitive bidding process for the purchase of services if services provided to the City are on a similar or continuing project in the recent past, and it would be economical to the City on the basis of time and money to retain the same consultant.
 
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are hereby authorized to enter into a contract with Bill Scheer on a sole source basis to operate, manage and maintain the City of Madison's Glenway public golf course for a five-year period.
